Architectural Control Committee (ACC)

The Architectural Committee works proactively to ensure that all Knolls properties and grounds are maintained to the standards set forth in the Covenants and ACC Guidelines. This includes oversight of structures, landscaping, and vehicles when parked on Knolls streets.

Homeowners must request ACC approval for any changes to the exterior of their property (dwelling and landscaping) by submitting an ACC request form. The committee acts on the request in one of three methods: approval, denial, or request for more information. Homeowners who submit a request are encouraged to contact an ACC member or attend an ACC meeting, held the first Wednesday of each month except January.

Renovations that require ACC approval include, by are not limited to:

  • exterior painting, except touchup in the same colors;
  • landscape renovations except pruning of existing plantings;
  • yard additions including play structures, fences, etc.
  • house additions including new roofs- the following are approved roofing material;
    • Presidential TL (Tri Laminated) by CertainTeed Corp.

The ACC acts on all requests within one month. If the Committee denies a request, the homeowner will be informed of the reasons as specified in the Covenants and/or Guidelines. The homeowner may return to the committee with altered plans. If the committee cannot approve the request, the homeowner has the right to appear before the Board. The ACC and the Board must follow the Covenants and Guidelines when approving or denying renovations requests.

The ACC is also responsible for monitoring the neighborhood and implementing compliance. If a homeowner does not respond to ACC notification requesting correction, after three letters to the homeowner (the third is to be registered/return receipt), the board is responsible for taking action. This can include fines, liens on property, and other action to ensure the upkeep of property and dwelling.

The ACC works proactively to research areas that may need to be updated in the Guidelines. For example, within the past five years, the ACC has researched and approved new roofing materials in addition to cedar shake. The Committee reviews and updates the exterior paint selections on a continual basis. Recently, the Committee has been studying alternatives to the wood beams on the Sausalito and Balboa models, including other materials or architectural variations.
